Are the windows mobile phones coming out from HTC also android phones?

Ive heard that the htc phones coming out such as the imagio are windows mobile phones but I keep hearing references to them as android phones. Are they one or the other or both and if they are both can they download windows mobile apps as well as apps from the android market?

Can landline phones also have mobile phone features?

Now here in India we need a telephone directory to keep note of names and phone numbers. Can these be stored in landline phones just like mobile phones? Just curious.
